Council runs stormwater treatment devices across the Tuggerah Lakes catchment, but it says dissolved pollutants and fine material can still pass through them, and cleaning detergent is dissolved by the time it leaves a driveway. Placing polluting matter where it will wash into a stormwater drain can be an offence under state pollution law, and Council and the EPA investigate. Containing the runoff is part of doing the job properly here, not an extra.
