Council's foreshore floodplain plan says that around Kincumber, Kincumber South and Bensville, floodwater penetrates further inland because the terrain is very flat, and that high tides are likely to cover mainly open space and wetland, with some small areas of private property affected. Kincumber has its own creek sub-catchment, and it runs into the Kincumber and Cockle Bay zone of Brisbane Water, which takes in Cockle Channel, Cockle Bay and Kincumber Broadwater. Kincumba Mountain Reserve is reached from Kincumber Street, and bushland that close means leaf litter in gutters and on paving.
Permits and Central Coast Council rules
Council's estuary plan ranked the Kincumber Creek sub-catchment third among the main sources of pollutants reaching Brisbane Water, after Narara and Erina creeks. Wash water carrying detergent or grime into a Kincumber drain adds to exactly that, and placing polluting matter where it will wash into a drain can be an offence under section 120 of the Protection of the Environment Operations Act 1997 (NSW).
